At the end of 2025, the market volume of fish products in Kazakhstan reached 106.5 thousand tons, which is 13% more than the previous year. The fish catch reached 49.6 thousand tons, aquaculture production - 22.9 thousand tons, and exports - 21 thousand tons. Fish processing increased by 24% to 37 thousand tons. There are 537 fish farming entities, 73 processing enterprises with a total capacity of 126 thousand tons per year, of which 20 have the right to supply to the EU.
Exports are carried out to 21 countries. To stimulate deep processing, a 70% reduction in VAT and preferential lending at 5% for working capital replenishment are in effect. In 2025, the "E-fish" information system was introduced, integrated with government agencies, which made it possible to reduce the shadow turnover by approximately 2 thousand tons. 1,221 fish farming and aquaculture entities have been registered.
Since 2021, the volume of state support for fish farms has grown 11.5 times, reaching 5.3 billion tenge in 2026. The number of fish farms has doubled to 684. In 2025, investments in the industry's fixed capital amounted to 5.8 billion tenge, and in the first half of 2026, another 4 billion tenge. 95 projects worth 24.1 billion tenge with a capacity of over 22 thousand tons per year have been implemented.
By 2028, a pool of 41 large projects with investments of around 60 billion tenge has been formed. It is planned that by 2028, the volume of fish farming will increase 2.5 times, 820 new jobs will be created, and fish consumption per capita will reach 9 kg. By 2029, the commercial catch is planned to be increased to 100 thousand tons, and the release of young fish - from 18 million to 85 million specimens.
