On April 26, 2024, under the chairmanship of Prime Minister Olzhas Bektenov, the government reviewed issues related to conducting spring field work within the framework of tasks set by the President for the development of the agro-industrial complex and strengthening food security. Reports were presented by the ministers of agriculture, energy, ecology and natural resources, water resources and irrigation, representatives of the Baiterek holding, and akims of the Kostanay, North Kazakhstan, Pavlodar, East Kazakhstan, and Kyzylorda regions. The government approved a plan to apply 2.3 million tons of fertilizers and increase the share of elite seeds to 11.7% this year. Over three years, farmers have purchased about 70,000 units of new agricultural machinery, 90% of which are domestically produced.
Prime Minister Bektenov instructed the Ministry of Agriculture, together with akimats and Baiterek, to optimize procedures for providing concessional financing, introduce a revolving financing mechanism, strengthen monitoring of the locust threat, and ensure stable water supply to southern regions, including through water-saving technologies. Coordination of the measures was assigned to Deputy Prime Minister and Minister of National Economy Serik Zhumangarin.
