At a regular meeting of the Republican Commission on Rational Land Use Control, chaired by Deputy Prime Minister and Minister of National Economy Serik Zhumanгарин, the results of returning agricultural land to state ownership were reviewed. Deputy Minister of Agriculture Azat Sultanov reported that since the beginning of 2026, 354 unscheduled inspections were conducted across approximately 1 million hectares, resulting in 261 directives covering nearly 500,000 hectares. Under previously issued directives, 340,000 hectares have begun development, while court proceedings are underway for the forced seizure of 357,500 hectares. In total, more than 563,000 hectares of agricultural land have been returned to state ownership.
At the President's directive, 13.5 million hectares are planned for redistribution by mid-2026; as of April 20, 10.8 million hectares have been redistributed (102.3% of the plan). Lags were noted in Aktobe, Atyrau, Mangystau, and Ulytau regions. Over the past two years, the pasture deficit has been reduced to 3.2 million hectares. Since 2025, 875 inspections have been carried out in populated areas covering 6,900 hectares, with violations found in 94% of cases.
Zhumanгарин ordered local authorities (akimats) to ensure the full inclusion of returned lands into circulation by July 1, 2026, complete pasture management plans, and strengthen oversight.
