Kazakhstan's Minister of Agriculture, Aidarbek Saparov, outlined key industry indicators and plans in an interview with Kazinform. In 2025, it is planned to sow 23.8 million hectares, an increase of 180,000 hectares from the previous year. Areas under oilseeds will exceed 4 million hectares, corn — 265,000 hectares, and fodder crops — 3.3 million hectares. Areas under wheat, rice, and cotton are being reduced.
In 2025, 435,000 tons of beef were produced, with 32,000 tons exported (7%). Beef exports have increased more than fivefold compared to 2019 (6,000 tons). A ban on live cattle exports has been in place since 2020. A five-year Comprehensive Livestock Development Plan has been developed, aiming to increase livestock numbers and productivity.
Agricultural exports in 2025 reached a record $7.2 billion. Exports of wheat and meslin rose by 52%, feed flour — by 2.4 times, flax seeds — nearly doubled, and sunflower oil — by 40.8%. Processed products accounted for 51.4% of agricultural exports ($3.6 billion), a 35.3% increase compared to 2024. Subsidizing grain transportation in early 2025 boosted grain exports by 47% compared to the previous season.
By the end of the 2024–2025 marketing year, grain and flour exports in grain equivalent totaled 15.2 million tons. In the 2025–2026 season (September–April), 11.5 million tons were exported, 14% higher than the previous year. The volume of preferential financing for spring field work in 2025 exceeded 1 trillion tenge (of which 153 billion are budget funds, the rest are attracted commercial funds). Loan repayment rate stands at 99%.
In 2024, the gross harvest of sugar beets nearly doubled to 1.3 million tons, with a yield of 507 quintals per hectare. In 2025, areas under sugar beets were reduced pending increased processing capacity. In 2026, it is planned to launch 4 oil refining projects with a capacity of 370,000 tons per year.
