Businesses identified risks associated with implementing the Unified System for Transport Document Management (USTDM) during a meeting at the Atameken National Chamber of Entrepreneurs of the Republic of Kazakhstan. Representatives of government agencies, system developers, and entrepreneurs participated. The USTDM officially came into effect in Kazakhstan on June 1, designed to digitalize transport documents and increase freight transportation transparency. Agricultural producers reported the main problem as a lack of stable internet connection in fields, utility roads, threshing floors, and other remote locations.
During the harvest season, continuous grain transport makes prompt electronic document processing critical. Government representatives confirmed the issue, stating that paper documents may be used during communication blackouts or technical failures, with data entered into the Unified System for Transporting Grain (USUTD) once system access is restored. Discussions also covered grain transport using private vehicles and process routes passing through public road sections. Participants noted that further USUTD development should consider agro-industrial specifics and actual operating conditions.
Business proposals included improving system operation in areas with no communication, adapting process transportation requirements, and ensuring uninterrupted enterprise operations during fieldwork. The Ministry of Transport of Kazakhstan created a Telegram chat for business interaction on USUTD implementation.
