Kazakhstan’s Minister of Agriculture, Aidarbek Saparov, in an interview ahead of Livestock Breeder’s Day, reported that over the first four months of 2025, the gross output of livestock production exceeded 1.158 trillion tenge, with a physical volume index of 103.5%. As of May 1, the number of cattle reached 9.7 million head (+3.4%), sheep and goats — 25.7 million head, horses — over 5.1 million. Production of all types of meat amounted to 338,000 tons (+3.4%), with growth also noted in milk and eggs. In 2025, 117.6 billion tenge has been allocated for subsidizing the industry.
Reimbursement rates have been increased: for the use of single-sex semen — from 10,000 to 18,000 tenge, for the purchase of embryos — from 80,000 to 120,000 tenge. There are 373 dairy farms (MTF) operating in the country, of which 112 are high-productivity (producing 594,000 tons of milk per year). Construction of 116 MTFs with a capacity of 600,000 tons of milk per year is planned; 94 have been financed, 71 have been commissioned (400,000 tons). In poultry farming, there are 37 egg factories (capacity 4.5 billion eggs) and 32 meat factories (505,000 tons of chicken meat).
An increase in poultry meat capacity by 220,000 tons is planned; six factories with a capacity of 31,100 tons have been commissioned, and four projects for 190,000 tons are being implemented. Since March 2025, preferential lending programs “Iгілік” and “Bereke” have been launched at 6% per annum for the purchase of breeding stock. A program at 5% for replenishing working capital is planned. A credit product “Zhailau” has been developed for the development of transhumance.
Wool processing is carried out by nine enterprises (capacity 29,000 tons of raw materials per year), and leather processing by 12 enterprises (3.3 million hides per year). In 2025, the “Kazfeltk” enterprise was commissioned in the Aktobe region, and four investment projects for leather processing are being implemented. Over 2024–2025, 196 processing enterprises received financing for replenishing working capital totaling 131 billion tenge. In 2025, 53 investment facilities in processing were commissioned at a cost of 120.4 billion tenge.
By the end of 2024, food production volume reached 3.9 trillion tenge (+8.1%), and fixed capital investments exceeded 389 billion tenge. Exports of processed agricultural products amounted to $3.6 billion (51.4% of total agricultural exports).
