The Federation Council reviewed the National Report of the Rosselkhoznadzor on the phytosanitary quarantine status of Russia's territory. Deputy Minister of Agriculture Andrei Razin reported that in 2025, surveys were conducted on an area of over 250 million hectares, identifying more than 5,000 new quarantine phytosanitary zones totaling about 46 million hectares. Damage exceeding 220 million rubles was prevented. He emphasized the importance of phytosanitary control for exports: over the past ten years, supplies to China have increased 12-fold, facilitated by compliance with phytosanitary requirements.
State Secretary – Deputy Minister of Agriculture Maxim Uvaidov announced that the Ministry of Agriculture has prepared amendments to regulatory acts, granting Rosselkhoznadzor authority over traceability of quarantine products. The document aligns Russian legislation with EAEU requirements. The federal information system will record data on imported products with assigned identification numbers. Traceability will cover 35 items with high phytosanitary risk, including seeds of certain crops.
The law will take effect on March 1, 2027.
