Deputy Prime Minister - Minister of National Economy Serik Zhumangarin stated the need for a radical change in business approaches to animal husbandry, including digitalization and the introduction of advanced global technologies during his visit to the Abai region. According to the region's akim, Berik Uali, the gross output of agriculture reached 583.8 billion tenge for the first time in 2025, increasing by 1.4 times over two years, with more than half of the total agricultural production coming from animal husbandry. The state allocates 220 billion tenge of preferential financing at 6% per annum for the development of animal husbandry. As part of the program to replicate the experience of the North Kazakhstan region, 7 billion tenge of preferential financing has been allocated to the region this year for projects to build dairy farms.
Vice Minister of Agriculture Amangaliy Berdalin reported that 176 farmers in the Abai region received preferential loans totaling 13.2 billion tenge under the early financing program for spring field work, allowing for the financing of 125,000 hectares of cultivated land. To reduce the cost of borrowed funds for farmers, guarantees will continue to be provided through the "Damu" fund of up to 85% of the loan amount, allowing the lending rate to be kept at 5% per annum for end borrowers. New credit products "Igilik" and "Bereke" have been introduced for farmers to purchase pedigree livestock at an interest rate of no more than 6% per annum. A single credit product "Zhailau" will be launched to support nomadic animal husbandry, providing financing for the development of pasture infrastructure.
To expand access to preferential financing, regional social-entrepreneurial corporations have been connected to the lending system.
