Minister of Agriculture Aidarbek Saparov stated during a plenary session in the Senate that the mechanism of subsidizing coupon rewards for bond loans is an effective and balanced tool for supporting the agricultural sector. An alternative is budget lending, but the chosen mechanism allows for the attraction of extrabudgetary funds. Around 700 billion tenge has been allocated for financing spring field and harvesting work, which has provided financing for about 8.5 million hectares of sown areas and around 8,000 agricultural producers (96% of which are small businesses, 3% medium, and 1% large). For every 1 tenge of budget funds, 5 tenge of commercial financing has been attracted.
Agricultural producers have gained access to preferential loans at an interest rate of 5% per annum for a period of one year to 15 months. Over the past two years, the area of wheat crops has been reduced by 1 million hectares to 12.1 million hectares, while the areas of oilseeds have increased by 1.1 million hectares to 4.1 million hectares, and legumes by 300 thousand hectares to 800 thousand hectares. The export revenue of the agro-industrial complex has reached $7 billion. The Ministry warns that transferring part of the obligations for paying coupon rewards to AKK and KAF will lead to an increase in their costs and a rise in loan prices for agrarians.
