The subsidization mechanism of coupon rewards for bond loans has allowed for an increase in the volume of preferential financing for agricultural producers in Kazakhstan without an increase in budgetary burden. As reported by the Chairman of the Board of the Agrocredit Corporation, Almat Ashirbekov, farmers receive loans at a fixed rate of 5%, while the corporation takes on the risks of late receipt of subsidies. In 2024, 321.5 billion tenge was allocated for spring field and harvesting work, which allowed for financing of work on an area of 5.6 million hectares. In 2025, the financing volume exceeded 549 billion tenge, with coverage increasing to 8.5 million hectares.
According to the Ministry of Agriculture, the average yield of grain and legume crops in Kazakhstan increased from 10.3 centners per hectare in 2023 to 15.2 centners per hectare in 2024. Agricultural producers have the opportunity to attract financing from October-November for the upcoming production cycle, which allows for advance procurement of resources at more favorable prices. In accordance with the Budget Code of the Republic of Kazakhstan, 70% of the net profit of quasi-state organizations is directed to the state in the form of dividends, with the remainder being reinvested in agricultural sector financing.
