The Ministry of Agriculture of the Republic of Kazakhstan reported on the results of the mechanism for combining budget and commercial funds, implemented since 2024. In 2025, the volume of concessional financing for the agro-industrial complex exceeded 1 trillion tenge, of which 153 billion tenge was allocated from the republican budget, with the remainder from extra-budgetary sources. Thus, for every 1 tenge of budget funds, 6.5 tenge of commercial resources were attracted. Under concessional lending programs at 5% per annum, 650 billion tenge was directed to spring field and harvesting work, financing over 8 million hectares of sown areas.
The repayment rate for concessional loans was 99%. In 2025, under the support program for feedlots, 27 projects worth 11.2 billion tenge were financed, including seven poultry farms. Under the concessional financing program for processing enterprises, 51 applications totaling 36.9 billion tenge were approved. The volume of concessional leasing of agricultural machinery since the beginning of 2026 amounted to 203.8 billion tenge, enabling the acquisition of about 6,200 units of equipment.
The renewal rate of the machinery fleet by the end of 2025 reached 6.5%. For 2026, the volume of concessional financing for spring field and harvesting work is planned to increase to 750 billion tenge. Application acceptance began in October 2025. The volume of concessional leasing in 2026 is planned to reach at least 300 billion tenge.
